A shortage of transport is affecting the work of justice institutions in KaMubukwana Municipal District, in Maputo City, including the timely presentation of detainees before judicial authorities.
The concern was raised by District Chief Prosecutor Marília Fumo during a working visit by the Secretary of State for Maputo City, Vicente Joaquim Imede, to the district.
According to the prosecutor, the limited number of vehicles can cause delays in taking detainees to their first court hearing or to summary proceedings.
The law establishes a 48-hour deadline for detainees to be presented before the relevant judicial authorities, but transport difficulties may affect compliance with that requirement.
“Because of the lack of transport, this causes limitations and can result in late presentation,” Marília Fumo said.
Justice institutions currently rely on vehicles available within the district, including those belonging to the Mozambique Republic Police (PRM), to transport detainees.
The Prosecutor’s Office has therefore called for additional transport resources, particularly a police vehicle dedicated to supporting these operations.
In addition to transport shortages, the district court is facing limitations in human resources and infrastructure.
The institution has six judges working across its different sections but continues to face a shortage of support staff.
Another challenge is the absence of a criminal investigation section in the district, meaning that initial hearings must be referred to the Maputo City Judicial Court.
Judicial authorities also report difficulties in executing warrants because of the size of KaMubukwana and the lack of vehicles needed to locate and transport individuals.
Police in the district face similar challenges, with the shortage of vehicles affecting officers’ mobility and their ability to respond to different requests.
Despite these difficulties, the court recorded a reduction in pending criminal cases during the first half of 2026.
