Maputo Municipal Council has approved new regulations governing the establishment and concession of small businesses, infrastructure and tourism ventures along the capital’s coastline and beaches.
The measure is intended to organise the commercial use of coastal areas, allowing businesses related to tourism, leisure and services to operate while safeguarding environmental protection and public access to beaches.
The announcement was made by Maputo’s Councillor for Economic Activities and Tourism, Alexandre Muianga, during the launch of the 2026-2027 beach season.
According to Muianga, the new regulations provide a legal framework for small infrastructure and business initiatives seeking to operate along Maputo’s coastline, while introducing rules aimed at preventing the disorderly occupation of beach areas.
Municipal authorities say the commercial use of beaches must also come with environmental responsibilities, including compliance with hygiene, conservation and waste-management standards.
The regulations come as some parts of Maputo’s coastline continue to face challenges related to improper waste disposal and coastal erosion.
The municipality expects the new rules to contribute to better beach conservation and increase the responsibility of businesses operating in coastal areas.
The measure forms part of a broader set of initiatives introduced for the 2026-2027 beach season, including stronger enforcement, security, environmental monitoring and public awareness campaigns.
The municipality also announced a beach-cleaning campaign involving residents, institutions, religious organisations and other groups as part of efforts to protect Maputo’s coastline.
