The Mozambican Government is preparing to sell part of Tmcel to a strategic investor in a move aimed at strengthening the state-owned telecommunications operator’s financial position and investment capacity.
The company ended 2025 with around 1.79 million mobile customers, representing a 62.1% increase compared with the previous year. The number of fixed-line customers, however, fell by 20% to 15,537.
Tmcel currently operates 1,303 sites across the country, supported by 2G, 3G and 4G technologies. The company also has around 6,500 kilometres of backbone fibre-optic infrastructure and approximately 4,500 kilometres of access fibre.
According to documents made available to potential investors, Tmcel’s network covers the entire country, including provincial capitals, districts, administrative posts, logistics corridors, industrial areas and tourist destinations.
The Government is seeking an investor that will acquire a stake in the company and help modernise and expand Tmcel’s operations. The team responsible for the process is expected to submit a proposal by January 2027 identifying the selected strategic partner and the terms of the transaction.
Interested parties identified by the Government include Axian Telecom, a telecommunications group based in Mauritius, a consortium formed by Optimum Systems W.L.L. and Meridian Ventures Investment FZCO, as well as Dubai-based Aikun Solutions DMCC.
The State currently directly owns 66% of Tmcel’s share capital, while the State Holdings Management Institute (IGEPE) controls a further 26%.
Despite its nationwide presence, Tmcel still holds a relatively small share of Mozambique’s mobile telecommunications market. In 2024, it accounted for around 8% of active subscribers, in a market led by Vodacom and Movitel.
The entry of a new investor is expected to strengthen Tmcel’s financial capacity, support further network modernisation and improve its ability to compete in Mozambique’s telecommunications market.
