The Government has approved the creation of Provincial Delegations of the Social Services of the Mozambique Armed Defence Forces (SSFADM), in a move aimed at bringing social support and services closer to military personnel across the country.
The decision is part of the new Statute of the Armed Forces Social Services, approved by the Council of Ministers during its 27th Ordinary Session, held on 15 September 2026.
Under the new model, social services will no longer be excessively concentrated at central level and will have provincial representation, making them more accessible to beneficiaries.
The new Statute also updates the legal, organisational and operational structure of the SSFADM, replacing the framework that had been in force since 2008.
Another major change is the expansion of the number of beneficiaries.
Members of the Armed Forces who are in the reserve or retired will now be covered by the system.
In specific situations, the system may also include members of Mozambique’s Civic Service and employees of the Ministry of National Defence.
The Government also approved the creation of new categories of beneficiaries and updated rules for the organisation and operation of the Armed Forces Social Services.
In practical terms, the measure is intended to make it easier for serving and former military personnel to access social support services without relying only on structures based at central level.
The Council of Ministers’ statement does not, however, specify new amounts for allowances, pensions or other financial benefits.
The main change is the expansion of services to the provinces and the increase in the number of people who may benefit from the system.
