Government Approves Package to Resume Temane Thermal Power Plant

The Government has approved a package of concessions and rescue measures to enable the resumption and completion of construction work on the Temane Thermal Power Plant in Inhambane Province, following repeated delays in the project.

The decision was approved by the Council of Ministers and is intended to create conditions for mobilising the additional resources required to complete the development.

The Temane Thermal Power Plant was designed to generate 450 megawatts of electricity using natural gas, strengthening Mozambique’s power generation capacity.

The project was initially expected to become operational in 2024, but the deadline was subsequently pushed back to 2025 and later to February 2026.

None of these targets were met.

Construction was affected by several challenges, including damage caused by Cyclones Freddy and Filipo, which flooded the construction site and disrupted logistics.

The project also faced a contractual dispute between the Temane Thermal Power Plant and Spanish company TSK, which was responsible for construction. The dispute eventually led to work being halted when physical progress was reportedly around 80%.

Turkish company ENKA was later contracted to complete the project.

Another major setback involved damage to two turbines during a cyclone. Replacing the equipment requires new units to be manufactured by Siemens in Germany.

According to information provided by the Government, manufacturing the new turbines could take around two years, adding further pressure to the project’s timetable.

Completion of the power plant is also important for the 563-kilometre Temane-Maputo Transmission Line, designed to carry electricity generated in southern Mozambique.

Despite the approval of the rescue package, a new definitive date for the completion and commissioning of the Temane Thermal Power Plant has not yet been announced.
