El Niño: Maputo Has Water Reserves Above 80% to Help Mitigate Drought

Maputo Province has water reserves exceeding 80% of the storage capacity of the Pequenos Libombos and Corumana dams, as weather forecasts point to a significant influence of the El Niño phenomenon on the 2026–2027 agricultural season.

Maputo Province Governor Manuel Tule announced this on Thursday, 8 October, in the city of Matola, during the opening of the first Coordinating Council of the Ministry of Agriculture, Environment and Fisheries (MAAP).

According to the governor, the existing reserves are expected to help sustain agricultural production, which is threatened by the shortage of rainfall forecast for the second 2026–2027 agricultural season. The province also has nine reservoirs, whose storage levels range from 40% to 100% of capacity.

Despite the climate risks, Maputo Province expects to produce 3.3 million tonnes of various agricultural products and 19,000 tonnes of fish during the campaign.

To reduce the effects of drought, the Provincial Executive Council, in collaboration with development partners, plans to support farmers with seeds and other agricultural inputs, including beans, cassava cuttings, sweet potato vines and short-cycle maize varieties.

These measures follow the severe impact of heavy rainfall and flooding on the 2025–2026 agricultural season, which caused significant losses across several production fields.

Manuel Tule said that the distribution of seeds carried out earlier this year was already contributing to the recovery of agricultural production and the availability of food in local markets.

"At this stage, through the seed distribution programme we carried out with your support at the beginning of the year, we are recording a significant recovery in production across our province. Our markets are adequately supplied. People have access to places where they can purchase food," he said.

The governor added that, despite the challenges, the authorities remained committed to mitigating the effects of adverse climatic conditions.

In parallel, the province intends to intensify fish production as an alternative source of food supply to help reduce the impact of drought on agricultural output.

At the same meeting, Matola Mayor Júlio Parruque highlighted the importance of urban and peri-urban agriculture, calling for the preservation of green spaces amid urban expansion. He also called for support to improve drainage systems, strengthen local fisheries, and enhance environmental management and urban solid waste management.
