Mozambique's National Roads Administration (ANE) has awarded nine contracts for the rehabilitation and paving of 485 kilometres of roads in Inhambane and Sofala provinces, representing a total investment of 20.6 billion meticais (approximately €292.8 million).

According to official information reported by Portuguese news agency Lusa, the contracts form part of the Accelerated National Road Rehabilitation and Construction Programme 2026–2031, known as "Mais Estradas – 2031" (More Roads – 2031), which aims to improve the national road network and strengthen connectivity between different regions of the country.

Of the nine contracts awarded, five cover Inhambane Province in southern Mozambique, while four concern Sofala Province in the central region. The projects include national and regional roads considered important for the movement of people and goods.

In Inhambane, works will cover 285 kilometres of roads, with an estimated investment of 10.1 billion meticais, equivalent to approximately €143.6 million.

The five contracts were awarded to a consortium comprising Maripoma Entreprise Limitada of Mozambique, Maripoma Entreprise Limitada of Ghana, CC Building Limitada and GWIC Moçambique Limitada.

Among the main sections covered is the R444 regional road linking Sitila to Funhalouro, stretching 70 kilometres, with a contract valued at approximately 2.47 billion meticais.

Along the same road corridor, the 40-kilometre Massinga–Sitila section was awarded for approximately 1.61 billion meticais.

On National Road N222, the planned works include the 58-kilometre Mapinhane–Macumene section and the 57-kilometre Macumene–Mabote section, valued at approximately 1.95 billion and 1.84 billion meticais, respectively.

Also in Inhambane, the 60-kilometre Inharrime–Panda section of regional road R483 was awarded for approximately 2.24 billion meticais.

Sofala Receives 10.5 Billion Meticais in Road Investments

In Sofala Province, the programme provides for the rehabilitation and paving of 200 kilometres of National Road N282, divided into four contracts, with a total investment of approximately 10.5 billion meticais (€149.2 million).

The works cover the Dondo–Semacuze and Semacuze–Muanza sections, each measuring 50 kilometres. Both contracts were awarded to Zhongmei Engineering Group for approximately 2.83 billion and 2.86 billion meticais, respectively.

The 50-kilometre Muanza–Inhaminga section was awarded to Mzansi Civils and Tar for approximately 2.47 billion meticais.

Meanwhile, the Inhaminga–Matondo section, also covering 50 kilometres, was awarded to Porto Cargas under a contract valued at approximately 2.35 billion meticais.

The planned interventions in Sofala are expected to improve travelling conditions along the N282, an important road connection between the province's coastal areas and its interior.

Government Expects Road Works to Begin in 2027

Mozambique's Minister of Transport and Logistics, João Matlombe, explained this week that the national road rehabilitation and construction programme is valued at US$2.8 billion, equivalent to approximately €2.5 billion.

The initiative предусматриes work on more than 3,000 kilometres of roads across the country, aiming to improve road conditions and strengthen maintenance of the national road network.

"It is important to highlight that this initiative has already entered a concrete implementation phase, with public tenders for the execution of the works having been launched," the minister stated.

According to Matlombe, following the completion of evaluation and contract award procedures, the Government expects contractors to begin mobilisation and construction activities during the first quarter of 2027.

The minister also stressed the need for a more preventive approach to road infrastructure management, prioritising planning, supervision and regular maintenance.

"We cannot continue to intervene on roads only when deterioration reaches critical levels," he declared.

Matlombe added that the programme's implementation must comply with quality standards, contractual deadlines and strict management of available financial resources.

With the awarding of nine contracts in Inhambane and Sofala, the Government has taken another step towards implementing the "Mais Estradas – 2031" programme, which aims to expand Mozambique's paved road network and improve mobility across different regions of the country.
