INCM Warns of Rising Number of Illegal Postal Operators in Mozambique

Mozambique's National Communications Institute (INCM) has expressed concern over the growing number of companies and individuals providing parcel and correspondence delivery services without the required licences, at a time when only 38 postal operators are legally authorised to operate in the country.

The concern was raised on Friday, 9 October, during a meeting between the regulator and representatives of postal companies in Maputo, aimed at discussing the main challenges facing the sector.

According to the INCM, the expansion of digital delivery services and the absence of an association representing postal operators are among the factors complicating the organisation and regulation of the industry.

Mozambique currently has 38 companies legally authorised to provide postal services. However, the regulator acknowledges the existence of unlicensed operators, including businesses and individuals engaged in the delivery of goods and correspondence.

Despite concerns about illegal activities, the INCM admits that it does not have accurate figures on the number of unlicensed postal operators currently operating in the country.

The institution also lacks information on how much revenue the State may be losing annually as a result of postal services being provided outside the legal framework.

Another challenge identified by the regulator is the absence of a representative body for postal companies. According to the INCM, this makes it difficult to establish a common point of contact for discussions on the industry's challenges and needs.

In response, the institute has urged legally established postal companies to form an association to facilitate communication with the regulator and improve the organisation of the sector.

The meeting in Maputo also provided an opportunity to strengthen dialogue between the INCM and postal operators and discuss mechanisms to improve the functioning of the industry amid the increasing digitalisation of parcel and correspondence delivery services.
