The Mozambican Government is preparing the Digital Transformation Operational Plan (POTD), which will guide the digitalisation of the public sector over the next three years, with the aim of facilitating access to services, improving State efficiency and reducing bureaucracy.
The announcement was made by Adilson Gomes, chairman of the Digital Transformation and Innovation Agency, during the second ordinary session of the Multisectoral Technical Commission for the Coordination of Digital Transformation Implementation, held in Maputo.
According to Gomes, the process will cover all sectors of the State and is expected to have a direct impact on citizens' daily lives.
“Citizens must feel the impact of digital transformation in their lives,” he said, adding that the process should also improve the quality and efficiency of services provided by the State.
Among the progress already achieved, Gomes highlighted the Citizen Portal, a platform that currently offers 26 public services and has more than 3,000 users.
The platform is designed to allow citizens living outside major urban centres, as well as Mozambicans abroad, to access certain public services without having to travel to government offices.
“The focus of the Citizen Portal is precisely on those citizens who are outside cities, outside localities and even beyond our borders, who need access to public services but do not have a public institution nearby to assist them,” Gomes explained.
Services already available through the platform include procedures related to driving licences, the Tax Authority and business registration.
Gomes also said that one of the main challenges of the new plan will be to integrate the various digital transformation projects currently being implemented by different public institutions.
According to the official, several digitalisation projects are currently financed separately, which may lead to fragmented resources and duplication of systems.
The Government therefore intends to harmonise existing initiatives, simplify administrative procedures and promote the integration of State databases.
“Only by bringing these projects together, simplifying processes and systems, and integrating databases will we be able to significantly reduce the costs we currently face with digitalisation,” he said.
The POTD is also expected to improve coordination of funding provided by development partners and donors for digital transformation projects in Mozambique.
The Government's objective is to bring the various initiatives under a single operational plan, creating a common strategy for the digital modernisation of public administration over the next three years.
