The appointment was formalised through a presidential decree and confirmed in a statement issued by the Presidency of the Republic, which also announced the dismissal of Samaria Tovela as Minister of Education and Culture and the appointment of Edson Macuácua as her replacement.
Isaú Meneses succeeds Edson Macuácua, who previously served as Secretary of State for Science and Higher Education and has now taken over the leadership of the Ministry of Education and Culture.
Known for his involvement in music and academia, Isaú Meneses has built a professional career combining cultural activities, university teaching and participation in Mozambican political life.
Born on 7 January 1962 in Chimoio, Manica Province, the newly appointed government official holds a doctorate in Urban Sociology from NOVA University Lisbon, Portugal.
Throughout his academic career, he has taught subjects including Cultural Anthropology, Cultural Tourism and Cultural Theory. He also served as Deputy Director-General for Scientific and Pedagogical Affairs at the Higher Institute of Arts and Culture (ISARC).
Between 2006 and 2010, Meneses taught Urban Sociology at the Higher Institute of Science and Technology of Mozambique (ISCTEM), further strengthening his experience in higher education.
In addition to his academic and cultural activities, Isaú Meneses has an extensive political background, having served as a Member of Mozambique's National Assembly from 1995 to 2010.
His appointment brings a figure with experience in culture, education and politics into a senior government position, this time with responsibilities related to the coordination of public policies on science and higher education.
The changes announced by President Daniel Chapo affect two key institutions in Mozambique's education sector, with Edson Macuácua taking over as Minister of Education and Culture and Isaú Meneses assuming leadership of the Secretariat of State for Science and Higher Education.
